What is the Headlight Switch all about?

Headlamp low beam bulb stays kn continuously whether or not the vehicle is on. Stays on even if the ground is disconnected from battery. How can I fix this?

My friend was driving in 4wd off our muddy road. He stopped at the bottom and took it out of 4wd and went and unlocked his manual hubs. Got in the truck and now can't shift it out of park. It doesn't appear that the linkage is damaged or bound up, but he can't shift out of park.
