What is the Gas Cap all about?

This was for a pre-purchase inspection. The man knows his stuff! He called me as soon as he finished and told me what he wrote on the report, and all the issues. He was professional and patient when I asked him to clarify some items. I have no reservations about the quality or accuracy of his inspection.
