This intermittent friction can cause vibrations and often sounds like the brake is slipping on the disk. Vibration that occurs only during braking is an indicator that this is the problem.

Unbalanced wheels

In order to rotate smoothly and evenly, wheels must be properly balanced. If something happens to the wheel or tire that disrupts the distribution of weight, violent shakes and vibrations can occur. If the vibration occurs consistently around a certain speed, then this is likely the issue.

It would have been nice if he would have called before hand and go over my concerns that I had with the prepurchase vehicle and looked at the notes I had left him before coming. I also believe the mechanic should call you after the pre purchase inspection and go over his findings with you and explain the outcome of the inspection. Exspecially when his inspection is going to be based on whether to purchase the vehicle or not.
