Traction control activating will not cause the engine to overheat, and even being under a heavy continuous load shouldn't cause it to overheat, unless there is an issue with the cooling system. This could be low coolant from a leak, a bad thermostat, fans not running, etc.

Are the fans supposed to run all the time

No just when the engine gets to operating temperature, they should cycle on and off to help keep the temperature constant.

I think i have a thermastat problem i have all the symptoms 1. Thermastat temp shoots to hit before 15mins 2. Severe fluctuation in temperature 3. I can smell the coolant 4. The heaters not working only no coolant leakMy radiator hose popped 2 days ago replaced it

The thermostat could be stuck closed. It would be a good place to start to replace the thermostat and fill then bleed the cooling system.
