Q: Wont start or stay started

So I have a 1997 volkswagen jetta, the vehicle use to start and then just die, now it just cranks over, ive replaced the crankshaft sensor, and allot of other things even the fuel pump and fuel filter, it starts with starter fluid so I was thinking that it has to be a fuel problem, but then I noticed that I was getting little to no spark out of my spark plug wires, so I checked my fuel injectors and there was no gas coming out, so we checked the plug ins with a test light and ohm reader and didnt get anything out of them, so would this be a fuel or electrical problem? And what are some things that could be it?
