Q: Wiper Motor gears

Windshield wipers have stopped working. The motor runs, and will partially move the wipers when turned on. If I have the wiper motor running, I can easily physically move the linage and the wipers will move properly. but it seems when left to run on it's own it appears that the moving gears are getting caught and it looks like they have broken, I see a broken piece attached to the underside of the gears, seems like it broke off the frame of the motor itself. The motor still seems to run. Do I replace the motor, or just the part the motor is attached to?
