Q: When I start driving and put in neutral it revs from 1 to 3 rpms non stop until I put back in gear. why?

car was revving pretty low at stop lights so I cleaned the mass air flow sensor, changed spark plugs and cleaned the theottle body, now when I drive and put my car in nutural (like most do when driving a manual) it constantly revs from 1 to 3 until I put back in gear. any solutions ?

My car has 103000 miles.
