When I am shifting my gears, parking, going slow, or just have low RPMs in general my steering will become to stiff. Is that a PS pump problem or pipes? I am just trying to isolate my problem so I can get it fix. My car has 120000 miles. My car has an automatic transmission.

I recently got an answer back saying "If the power steering is hard only at low rpms then you may have a weak power steering pump pressure or the rack and pinion is bypassing too much fluid and not using full pressure to turn the wheels. You will need to have the pump pressure tested to see if it is outputting correct pressures and if ok then replace the rack and pinion assembly. The pressure test requires a high pressure gauge with control valves to block pressure to get pump maximum output."

As a follow up question, if the pressure is not outputting correct pressure would I need to replace the PS pump then?
