Q: Shifting problem?

When car is put in first gear car is sluggish until i hit 4,000 to 5,000 rpm car runs fine but still stutters changing gears . I gotta keep pressing the gas and rev it up to 4,000 so it starts gaining power . It just happened yesterday . It's wasted a lot of gas since then maybe due to the high rpm that it's hitting
