Q: Water pump in 96 Cadillac is over tightened, is the only hope to replace the water pump housing?

The water pump in my car is over tightened, there is no space for the gm tool to fit in. Roughly a cm gap for it to fit into, where as the tool has a inch gap. Is my only hope to replace the housing? A Midas told me to bring it in but when I called another Midas they told me the only hope would be to replace the housing. Would your company be able to help me?

My car has 198000 miles.
