Q: Vehicle hesitation at 40ish mph, existing exhaust issues, related?

Last time I went to Ford they told me my exhaust system was shot (flex pipe, catalytic converter, muffler, resonator) and needed replacement. I deferred the work because it was pricey. The weather has started to warm up here and now I'm getting sluggish response to acceleration, occasionally from stop but usually in the 40-45moh range.

Some cursory reading seems to make me think the exhaust is clogged and causing this issue, and would like your thoughts on it.
