Q: timing belt adjustment

purchased non operating vehicle didnt turn on was told it needed fuel pump so I fixed that car still wont start car backfired trying to crank it so i checked the belt and belt seem brand new but belt wasn't aligned with the arrow marks so im guessing it wont turn on becuase timing needs to be adjusted correctly any idea how to fix my problem? the car been undriven in 5 years too
