Q: Tightening a crank pulley bolt, but the whole crank is turning

I am trying to tighten the crankshaft pulley bolt to the totota spec of 217 lbs ft torque. When I get around 60 lbs ft torque the whole crank is turning preventing me from applying the proper torque. I don't know how to stop the pulley from turning.

My car has 245000 miles.
My car has an automatic transmission.
