Q: Fuel pump stays on when the truck is off. 1992 Ford Ranger

the fuel pump turnes on when i connect the battery even tought the key is off. i pulled the ignition switch and it didnt turn on when i connceted the battery so thats not it then i replaced the fuel pump relay and it dint fix it then i pulled the fuse for the fuel pump and i connected the battery and it didnt come on

My car has 145000 miles.
