Q: the ac/heater draining out the battery. took out the fuse, now it doesn't. need a new part? electrical problem?

I'm looking at buying this bmw but he has a problem with the ac and heater. he says it works but drains out his battery in the car making him have to jump start the vehicle. So by fixing that problem, he took the fuse out of the heater/ac and it seemed to have fixed that. but with the weather still chilly and summer incoming, if i were to by the vehicle i wanna know how much it would cost to fix. and see if the vehicle would be in my budget range.
