Q: Steering Column locked tight

2x this week, I've backed out of my parking spot, and shifted to drive, getting ready to turn and pull ahead and I've found myself with a steering wheel that is "locked" tight, and won't turn.

Upon turning the engine off and restarting, it will release and allow me to then go.

The Gas Pedal has also been NON-functional at the same time......I can press it all the way down, and nothing happens, no movement, and no revving of the engine........?
