Q: So I have a chevy colbalt 2.2 2007 and I re did my rear brakes now they no longer work I checked the cables but won't engage still

So I recently change my rear drum brakes because they were going out but now my e brake won't engage but when i try to spin the drum without the wheel it will stay lock but on the ground it wouldnt when I was on hill . I check the cable under my car and tried tighting it but it seem to have little to no effect of it but the cables still feel tight when I use my brake just my e brake won't engage like I can push it with my e brake all the way up. So my question is what do I do now or check?
