Q: Pre-purchase inspection

As I said Im single parent who is about to buy a Jaguars 2000 S type. It needs a paint job and tires. Deacon at church told me car parts like that is expensive. Owner says everything works fine just need paint job and tires with 143, 000 miles. Help me
