Q: Should the fans be running on and off or nonstop

I have a few problems, I am loosing water/coolant in the radiator but someone said it was a heater hose. I need to know if the fans are supposed to run constantly or only come on when needed, I have 2 people telling 2 different things. Mine are not on when it cranks, someone said that is not good, I think it is fine and should only come on to keep it cool when needed
