Q: R Rotors were replaced 8/4/17 @ 86k millage. Recent service @ 98k millage mechanic recommended R Rotor replacement is this normal?

Through Your Mechanic R Rotors and R brakes were replaced 8/4/16 @ 86,701 miles. Recent service (today 11/24/17) @ 98,396 miles mechanic recommended R Rotor and R brake replacement as the rotors were listed as overheated. Replacement parts were OEM quality. I get the brake pads need replacing constantly but is it normal that the rotors would need replacement under 12,000 miles? My previous rotors were installed around 28000 miles via toyota dealership.

I want to make an appointment to get work completed but I am concerned about using your mechanic again if this is going to be a yearly thing when everything I check online has rotors lasting for 15,000 to 70,000 miles. Please advise.
