Hard top will not go down and the back windows do not go up.

It sounds like there may be a problem with your switches that activate your top and back windows. It is rare for two window motors to go bad at the same time so that is making me think that the switch is bad. I would ask for help from a mechanic, perhaps from YourMechanic, to diagnose why these systems are not working.
