Q: Power Window Problem

My front passenger window will roll up, but not down. The motor seems to get no power going to it when I try rolling down. I have replaced the wire harness in the passenger door, but it will not go down. I replaced the master switch on the driver side and nothing. I also don't think my master switch will let me roll up or down, as with the passenger switch, I can roll up. What would be causing this?
My car has a manual transmission.
