Hello, since you know the fluid level is full and I assume that the belt is attached to the pump, it sounds like your power steering pump has no output and probably needs to be replaced. I would have a certified mechanic, such as one from YourMechanic, inspect your power steering and make the repairs necessary to get you back on the road.
