Q: Power steering

My car is having problems with the steering. It is hard to steer the wheel. I hear a very quiet squealing when turning the wheel. I also noticed the power steering fluid is brown with flecks of silver. Im thinking the fluid has just degraded from old age causing the steering to be tough but i could be wrong. Any ideas?
My car has an automatic transmission.
