Q: Passenger side front turn signal

The front passenger side turn signal light comes on when the lights are turned out but when I turn the signal on to turn right it doesn't blink. The bulb is brand new so I'm not sure what to check next

My car has 156000 miles.
My car has an automatic transmission.
