Q: Overheating

While im driving and the engine gets hot the tempature will fluctuate from were it should be to hot, just replaced the radiator too. Ive had this problem before from just sitting in traffic but now its beginning to happen while im driving. The overflow bottle is at max but when i open the radiator cap i cant see any visible fluid should i top it off? Im thinking the fans are bad but wouldnt me driving cool it down from the airflow being forced on the engine? because it still overheats while driving? Please help much appreciated
