Q: Noise when shutting off car

Hello, So my problem is when I start my car there is this sound almost like a squeal but hard to explain. It seems to happen after the engine is warmed up and you hear it the loudest when you shut the vehicle off. You can sometimes hear it at idle but it soon goes away. This started happening about 3 days ago. Today, i sprayed some water on the belts near the radiator fan and then switched the car off. The noise didn't seem as loud. I'm not sure if this has anything to do with the belts but while i was stopped at a local gas station, they had a mechanic there and I thought i'd ask him what his opinion was and he thought it could be a Vacuum leak and not the belts but i'm not convinced.
