Q: Noise in drivers wheel area

2004 Honda Civic, 5-speed- Noise resonating from drives side wheel area. Started last week. Had new wheels bearings put in 3 months ago. Tested hub for wheel bearing fault and CV axel fault and both passed. Noise sounds like rubbing that starts at 25mph peaks at 45 and hums out around 65.
My car has a manual transmission.
