Q: no crank no start

Turn the key and nothing happens. Fuel pump kicks on and dashboard lights come on but nothing else. The battery is low because we tested it. Hooked up the terminals to a large truck with 20hp and tried to start the van. Nothing happened. We are pulling straws at what it could be. We drove it the same morning and it started a little slow but it was fine. The brake pedal and steering wheel also locked but they unlocked themselves. We had a friend look at it and he said it could be the computer?
