Q: No brakes, I've replaced lines, pads,wheel cylinders, brakes were fine then went out just replaced master cylinder noe I have none

Okay, I've been having brake problems like crazy, I just replaced my wheel cylinders, then my line rusted out so I replaced that as well. All pads rotors and drums are in fine condition. After the lines replacement my brakes were fine, they went back out a couple weeks back, I could still stop but the petal hit the floor so I replaced the master cylinder now I have absolutely no brakes, there's no leaks anywhere the fluid stays topped off. I haven't been able to bleed my lines as of yet because I wasn't able to get enough fluid to do so. Could this be the problem? I feel I should still be able to stop even with air in the lines. Or could it be something more sinister or just faulty installation on my part?
