Q: New power steering pump & high presser hose, but power steering goes out when turning at low speeds. What could be the problem?

I have a new power steering pump, and have replaced the high pressure steering hose due to leaking, however the power steering seems not to work when I slow down to make a turn. What would cause this? Could it be a bad switch?

My car has 190000 miles.
