Q: No start, new key

New coded key (PATS) via locksmith will not crank over engine. I lost the chipped key and key less remote. I had a lock smith come out and make a new coded key along with a hard key. He was able to get the vehicle to turn on however it will not start engine. He told me that the black plastic cover that covers the very front of ignition needed to be put on and to find one at pick and pull. When car is on the theft light blinks rapidly. Car can be locked, power every where except will not crank over engine. Attempted to start it by starter switch but will only engage starter and still continues to not crank over.
