Q: My cooling fan sliced my upper and lower hose on my Jetta 2005 what can I do to prevent this from happening again

I am having issue with my 2005 Jetta my cooling fan sliced the upper and lower hose because I believe they are too close. Theres a clamp I cannot get undone and is the top one is it better for me to undo from the bottom or take everything apart from the top ? And how could I prevent this issue from happening again?

My car has 200000 miles.
