Q: Idle fluctuates and then stalls.

I have a standard stick black Honda Accord 2003 and when I pulled up my emergency brake at the red light the car kept raving on it own and every time it would get to 0 it would raise up to 2 by itself and if my emergency brake wasn't up it would be driving by itself what could be the problem here ?
My car has a manual transmission.
