Not having cold A/C while at a stop or low speeds can be caused by a couple of different things. If the A/C system is low on refrigerant, this can happen. Also, an air flow problem at low speeds can cause this. Your car has two cooling fans. One is clutch driven on the water pump. The second is electric and uses sensors to switch on at certain temperatures or when the a/c is turned on. The clutch on the water pump driven fan may be bad, not spinning the fan fast enough, or the electric fan may not be turning on. That can be caused by a bad coolant temperature sensor, bad A/C pressure switch, bad fan relay or motor. If the electric fan is working, you will hear it turn on when the A/C is switched on.
