Q: My 2003 Chevrolet Impala whines when turning left.

The car whines ONLY when turning left (not when turning right) and I've replaced both wheel bearings (this noise sounds nothing like the bearings). I did top off the power steering fluid but the noise didn't go away.

Sometimes the car also whines when braking at a stop sign, and I suspect the two are part of the same issue.
