Q: My 2002 Jetta 1.8t won’t go faster than 20mph

I have a 2002 Jetta 1.8t and the car runs fine up until it gets to 20mph and then after that it doesn’t go any faster but the RPMs Keep going up. The car sounds like it’s going to go and is going faster but something just doesn’t let it go over 20mph. It smells like it’s buring oil when I do try to make it run faster. I don’t know what it could be ?
