Q: Is it my e-brake or my braking system? 2004 Kia Optima

After the car warms up, the brakes seize up and the wheels won't turn freely. While the car idles, I take my foot off the brake and the car doesn't move. With the car in neutral, the engine running, I jacked up each tire and tried to turn with my hands with no success. After things cool down, the calipers release and everything is fine for a while.

My car has 150000 miles.
