Q: Ignition cylinder/switch problems

I had an obvious ignition pin/cylinder issue and had my car towed to a mechanic. They said they needed to do an electrical system diagnostic. I said I didn't think it was necessary....Clearly given the key turned without any resistance and could be removed from any position, the issues was mechanical and within the ignition....Not electrical.

Am I being reasonable in believing I shouldn't have to pay for the diagnostic test?
