Q: I have a 2003 Hyundai Elantra screeches really loud and there are these two dome shaped things and one of them is popping out

Loud screeching when I turn on the car it lasts 30 seconds sometimes longer just recently started hearing a knocking sound and some squeaking and I noticed that there is two dome shaped things at the top on the left and right sides the one on the left is protruding and it moves when I turn the wheel but the one on the right stays still
