Q: How do you get Rusty bolts to come out so we can drop the fuel tank to change the fuel pump

Our fuel tank needs to come down so we can change the fuel pump, but the bolts holding the straps that are holding the fuel tank up are rusted and won't move any farther than what we've managed to achieve. How do we remove the rusted bolts
