Q: Hard Start

Okay, so I recently purchased a 4Runner and am experiencing hard start issues. The fuel pump, spark plugs have been replaced and the fuel system has been cleaned (at least the receipts that came with the car say so - all done by a reputable mechanic). The truck struggles for about 5-6 seconds on the first time turning over, however once started if I shut it off and start it again it'll fire right up! But after sitting for about 45 minutes, it'll struggle again. However, there are some exceptions, if I start the car and immediately turn it off, and let it sit - i.e. I drive to a store and shut it off and then start it and quickly turn it off it'll start right back up the next time independent of how long it sat.

I checked my EFI relay and it measured low on its OHM resistance, 90 when it should be closer to 110, and thought this would fix the problem, however it did not. My battery has been checked and thats good as well as my alternator checked out.
