Q: Gear indicator not moving

The gear indicator is not moving when I shift gears.

Commonly on the 1999 Accords the light bulb that illuminates the gear display will burn out. Replacement bulbs are available and they can be replaced. It will require that the center console trim around the gearshift and the cupholder be removed to access the bulb. My recommendation is to get the assistance of a mechanic, such as one from YourMechanic, remove the console trim and replace the bulb.
