Q: fuse gets no power

I have a 2000 Toyota Celica, my interio lights don't work I brought it to my schools garage to find that both ends of the fuse for the intirior lights has no power running through both ends. My instructor and I have lifted the fuse panel to check the wireing and it seems fine, we checked the wireing from the light to the support arm that supports the roof, we also removed the battery beside the fuse box and checked the wireing that leads through the firewall, engine and by the shock absorber. We still can't figure out why it wouldn't be getting power. Any help on this would be appreciated.
