Q: Fuel Gauge stays at full

It is a 98 gmc c1500. The fuel gauge constantly reads full, and it vibrates and sort of tics back and forth from time to time. The other gauges work, so I do not believe that to be the problem. Would it be due to a bad sender unit, or is it more likely to be a ground problem somewhere. If so, where should I check? Thank you
