Q: Front windshield washer pump not working. New pump. Both sides of plug light when using test light. Makes no noise when activated

Washer pump would not work. Naturally thought it was bad and bought a new one. Put new washer pump in and it still isn't working. Makes no noise when activated. Tested fuse and it was fine. Tested for power on the plug that plugs into the washer pump with a test light and both sides of the plug lit up the test light. Not sure where to go from there.
