Q: Engine rocks when braking to stop

I haven't driven the car in a while, when I brake, the front passenger brake makes a clunking noise until stop. I jacked up the car and took off the wheels to replicate the issue finding the motor moves when brake to stop. Is it normal? Is it causing the clunk?
