Q: Difficulty starting air bubbles visible in fuel line

Hi I have a BMW 530d.recently on a few occasions it's been difficult to start, today it was losing a bit of power, I looked at the fuel line from the filter and it was full of bubbles so because I don't know when the filter was changed should this be my first thing to change? Also I must add that it was really low on fuel too Thanks Nick
