Q: Cooling fan only works when A/C is on

Dear Sir, Please,my cooling fan use to be on each time I start the engine. It will be working even when the A/C is on. I just noticed that the temperature gauge comes up a little from eight O clock position to 9 O clock position both when the A/C is on or not. The next morning I started the engine without A/C the fan did not work. I now put the A/C, it started working. Please is this normal or what is wrong? Please help me out. Thanks
