Q: Car will not start, lights go on ,dashboard lights go on, sometimes will start in Neutral, sometimes I need to move steering wheel

Today no matter what I tried as i usually did until it started i could not get it to start. To start I would try the following that would work. Putting in neutral, tilting steering wheel, . Lights go on , dashboard lights go on, just do not get clicks or any reaction to start. What can it be,
